Create a sit command. By default, you sit on the ground with a 0 rest rate.

Create a RestSpot class, invisible by default. Each RestSpot would have a seating capacity and a rest_rate multiplier. if A RestSpot is available, the player sits there instead of the ground (or via targeting).

RestSpots could be explicit (wood chairs in a tavern, seats 8 - private booth seats 12) or more abstract (pile of leaves - slight boost to rest rate - rocky ground - negative impact on rest rate).

RestSpots could be portable items ie. a bedroll. These would need to be locked to the player carrying them.

Capacity could also be 0. ie "You can't sit there, it's rocky ground"

Could also be tied to player alignment, affiliations, standing reputation, etc. #1
